Mexico - The Project for Labeling and Transport of Packages with Dangerous Goods made Official

On March 2nd, 2023 the Official Mexican Standard Project: NOM-003-SCT-SEMAR-ARTF-2021 was published in the Official Diary of the Nation. This project looks to set the new Regulation for the marking and labeling of packages containing dangerous goods with posters and other markings of transports for bulk units and containers that involve dangerous goods. The Ministry of Infrastructure, Ministry of the Navy, the Federal Civil Aviation Agency and the Regulatory Agency for Rail Transport all participated to make this project official.

The updated version is in accordance with the United Nations Model Regulation's 22nd Revison regarding the transport of dangerous goods, with the goal of facilitating and complying with international transport and their security requirements, as they look to prevent any possible risk situations during the handling and transportation process.   

This Official Mexican Standard Project estabilishes the characteristics, dimensions, symbols and colors of the markings, labels and labeling posters that the packages, transport units, intermediate bulk containers and bulk containers, tank trucks and all other motor transports and rail units must represent. These labels and markings identify the class of danger they represent during the handling and transportation of the dangerous goods.

This Official Mexican Standard will enter into force 180 days after its publication in the Official Gazette of the Federation.

Once this Regulation takes effect, certain products or goods that contain these dangerous materials may need to pass forms of testing and get new certification. Importation will also be impacted, as specific labels that may not have been needed before will be necessary to get products that apply to the Regulation into Mexico. This Official Mexican Standard will also result in the cancellation of NOM-003-SCT/2008 and NOM-004-SCT/2008.
