Chemical and Materials Regulatory Compliance

Substance registration, classification and labeling, restrictions, and market notification for industrial and specialty chemicals, plastics and engineered materials, and components and formulations across global chemical regimes.

The sector

Chemical regulation asks what a substance is, what it does, and who's responsible for it, in every market, before it can be placed there.

Chemicals and materials are regulated under frameworks built on a shared logic: identify the substance, register or notify it with the authority, classify and label its hazards, restrict or authorize its uses where risk requires, and communicate safety information down the supply chain. The EU's REACH and CLP regulations set the modern template, and versions of it now operate across the UK, Korea, China, Turkey, Taiwan, and a growing list of countries, each with its own inventory, thresholds, deadlines, and data requirements. The US runs TSCA with its own inventory and new chemical process. The Globally Harmonized System underlies classification and labeling almost everywhere, implemented with national variations.

For manufacturers and importers of industrial and specialty chemicals, polymers and engineered materials, and formulated products, this creates a market-by-market registration and notification burden that scales with the number of substances and the number of countries. Restrictions on specific substances, from persistent organic pollutants to PFAS, arrive continuously and cascade into every downstream product. And the downstream industries, from electronics to textiles, depend on chemical suppliers for the declarations that keep their own products compliant.

ORBIS Compliance works with chemical and materials companies on registration and notification strategy across regimes, classification and labeling, restriction monitoring, and the supply chain communication that connects chemical compliance to product compliance, with local representation where regimes require an in-country registrant.

Product categories

Chemical and materials categories we support

  • Industrial Chemicals

Bulk and intermediate chemicals under REACH, TSCA, K-REACH, China's MEE Order 12, and other inventory and registration regimes, with classification, labeling, and transport.

  • Specialty Chemicals

Additives, coatings, adhesives, catalysts, and performance chemicals with complex compositions, confidential business information, and sector-specific regulation.

  • Plastics & Engineered Materials

Polymers, compounds, composites, and technical materials under polymer registration rules, food-contact and product-specific requirements, and recycled content regulation.

  • Components & Formulations

Mixtures and formulated products, and chemical components in articles, under mixture classification, poison center notification, and article substance obligations.

The proliferation of REACH-like regimes

One template, many implementations, no mutual recognition.

Chemical registration data can often be reused between regimes. The registrations themselves cannot. Each market wants its own filing, in its own format, by its own deadline, from a party established in its territory.

Substances are registered in the EU and assumed to be sellable elsewhere.

COVERAGE

Each market's inventory and registration status is confirmed for every substance before shipment.

The EU dossier is submitted as-is to another regime and rejected on format or data gaps.

DATA

Data is mapped to each regime's requirements, with gaps identified and filled once.

The importer registers, and the manufacturer's market access depends on them.

REPRESENTATION

An only representative or local registrant holds registrations independently of commercial relationships.

A registration deadline passes in a market nobody was watching.

DEADLINES

Phase-in and tonnage deadlines tracked per substance and regime in ORBIS Intelligent Compliance.

How ORBIS is involved

Registration strategy, classification, restriction monitoring, and the link to product compliance.

ORBIS maps the registration and notification obligations for your substances and materials across the regimes in your markets, identifies who has to hold each registration, and provides only representative and local registrant services where the regime requires an in-country party. Classification and labeling are managed under GHS implementations per market, with safety data sheets and labels produced to each authority's format and language.

Restriction monitoring tracks the substances of concern, authorization requirements, and new restrictions arriving across regimes against your portfolio, through law impact analysis. And because chemical compliance feeds product compliance downstream, we connect the two: the declarations your customers need for their RoHS, REACH article, and substance obligations come from a file that's already organized to produce them.

Everything sits in ORBIS Intelligent Compliance: substances, registrations, classifications, deadlines, and restrictions, per market, visible to the people you authorize.

Questions

Chemical and materials compliance

Our substances are REACH registered. Which other markets require registration?

+

Potentially many. Korea, China, Turkey, Taiwan, the UK, and others run their own registration or notification regimes with their own inventories and deadlines, and the US and Canada require inventory status confirmation and new substance notification. ORBIS maps the status of each substance in each of your markets.

Do we need a local representative to register chemicals abroad?

+

In most REACH-like regimes, a non-established manufacturer can't register directly and must appoint an only representative or rely on importers. Using an independent representative keeps registrations under your control rather than tied to a particular importer.

How do chemical restrictions affect our customers' products?

+

Directly. Restrictions on substances flow into article and product regulation: RoHS, REACH Annex XVII, POPs, and national rules limit what products may contain. Your customers depend on your declarations to comply. A chemical compliance file organized to produce those declarations is a commercial asset.

Substances registered, classified, and cleared for every market they enter.

Bring the substances or materials, their uses, and the countries. We'll map the registration, classification, restriction, and notification requirements each regime imposes, and who has to hold them.
