Dominican Republic — INDOTEL Consulted on 915–928 MHz Generic-Licence Rules for Low-Power, RFID, IoT and ISM Devices

PublishedAugust 25th 2026•Dominican Republic

On June 25, 2026, the Dominican Institute of Telecommunications (INDOTEL) published Resolution No. 051-2026, adopted on June 11, opening a public consultation on draft operating parameters for low-power devices and industrial, scientific and medical (ICM/ISM) applications in the 915–928 MHz band.

The proposal implements the band designation introduced by the National Frequency Allocation Plan approved under Decree No. 99-26 and would allow operation under a generic-licence regime without an individual frequency authorisation.

The draft limits indoor low-power devices to 100 mW equivalent isotropically radiated power (EIRP). For outdoor applications, including IoT, telemetry, smart metering and industrial RFID, it proposes up to 1 W transmitter power and 4 W EIRP with a 6 dBi reference antenna; transmitter power must be reduced proportionally where antenna gain exceeds 6 dBi so that 4 W EIRP is not exceeded. The band would be shared and non-exclusive, with no interference protection.

The consultation allowed 20 business days from publication for comments. The proposal is not yet final, and no subsequent final implementing resolution was identified as of August 25, 2026.

Impact assessment: Medium.

The consultation proposes material RF operating limits for a newly enabled 915–928 MHz market segment and would directly affect product configuration and homologation evidence if adopted.

Key reasons: 13 MHz-only band scope, indoor/outdoor power limits, antenna-gain reduction rule, shared-spectrum conditions and generic-licence operation.

Who is affected?

Manufacturers, importers, homologation applicants, laboratories and integrators of RFID, IoT, telemetry, smart-metering and industrial radio equipment.

Conclusion:

The consultation has closed, but companies should track the final INDOTEL decision and ensure products can be restricted to 915–928 MHz.
