Egypt GOEIC Simplifies Import Inspection for Solar Energy Systems under Ministerial Decree No. 322/2026

PublishedAugust 25th 2026•Effective DateAugust 17th 2026•Egypt

Egypt's General Organization for Export and Import Control (GOEIC) announced simplified import-inspection procedures for certain solar energy systems under Ministerial Decree No. 322/2026.

GOEIC states that the Decree was published in Egyptian Gazette No. 178 on August 16, 2026 and entered into force on August 17, 2026. For covered solar products, including photovoltaic (PV) equipment, inverters and solar batteries within the Decree's scope, a shipment may follow a simplified route based on visual inspection and documentary verification when the manufacturer is registered with GOEIC or the shipment is supported by an acceptable inspection certificate issued under recognized accreditation.

The measure can reduce repetitive physical/technical inspection burden for qualifying imports, but it does not remove GOEIC oversight or underlying conformity obligations.

GOEIC retains the authority to conduct random inspections, so importers should preserve complete technical and shipment documentation and confirm that manufacturer registration or the inspection certificate satisfies the eligibility conditions for the simplified route.

Impact assessment:

High for importers of covered solar products. The Decree is final and already effective and changes the inspection pathway used at import.

Key reasons: qualifying shipments may be cleared through visual and documentary verification when manufacturer registration or an acceptable accredited inspection certificate is available, potentially reducing inspection burden and lead time, while random GOEIC checks remain possible.

Who is affected?

PV, inverter and solar-battery manufacturers, Egyptian importers, inspection bodies and supply-chain teams.

Conclusion:

Eligibility, manufacturer registration and certificate accreditation should be validated before shipment to ensure the simplified route can be used.
